# JDA DRAFT RESOLUTION 2026/01 **Committee:** Special Youth Working Group on Cybersecurity, Artificial Intelligence & Pan-African Sovereignty **Sponsors:** Jeunes Diplomates d’Afrique (JDA) Tech Diplomacy Caucus **Topic:** *Strengthening Sovereign Digital Agency, Regional CERT Interoperability and Youth Participation in African Multilateral Governance* --- ### The Working Group, *Recalling* the Charter of the United Nations and the Constitutive Act of the African Union (2000), *Reaffirming* the African Union Convention on Cyber Security and Personal Data Protection (Malabo Convention, 2014) and the Continental Strategy on Artificial Intelligence (2024), *Emphasizing* Article 11 of the African Youth Charter guaranteeing the active engagement of youth in decision-making processes across national, regional, and continental spheres, *Noting with concern* the persistent imbalance in international cyberspace norm-setting bodies and the under-representation of African technical and legal experts in global internet governance fora, --- ### Operative Clauses: 1. **Calls upon** African Union Member States to accelerate the domestic operationalization of National Computer Emergency Response Teams (CERTs) and institutionalize automated threat-intelligence sharing protocols across the African Regional Economic Communities (RECs); 2. **Recommends** the creation of an African Youth Cyber Diplomacy Fellowship within the AU Commission (ESTI Department) to embed young African jurists, software engineers, and political scientists into global multilateral negotiations (UN OEWG, ITU, IGF); 3. **Urges** the establishment of a Sovereign Pan-African Algorithmic Audit Taskforce to formulate independent benchmarks evaluating artificial intelligence systems deployed across sensitive public sector services; 4. **Encourages** multilateral development partners to channel technical assistance toward open-source Digital Public Goods (DPGs) engineered by African developers rather than locked proprietary external licenses; 5. **Decides** to remain actively seized of the matter.
